“一带一路”倡议背景下走私相关犯罪案件的侦查对策

Investigation Countermeasures for Smuggling Related Crimes under the Context of the Belt and Road Initiative

"一带一路"倡议的实施,为我国的国家发展和世界经济的繁荣,提供了良好的沟通和交流的平台。但是同时也激发了走私案件的盛行,走私犯罪案件不断衍化出犯罪主体复杂性、增加犯罪空间跨区域性突出、犯罪手段的多样化和隐蔽性、犯罪危害的严重性等特点,这给针对走私进行的侦查活动带来了巨大的挑战。而侦查机关同样面临着此类案件侦查的困境,侦查理念落后、侦查情报获取难、彻底斩断"走私链"难、侦查机制不够完善等问题亟待解决。因此,侦查机关应当立足自身的实际,从以审判为中心的侦查理念的树立、拓宽情报来源,强化情报的应用、抓大放防小,斩断"走私链"、迅速及时,增进侦查机制高效性等方面加强对于此类犯罪案件的思考与侦查,尽快的实现对此类犯罪案件的预防和侦查。

Implementation of the Belt and Road Initiative provides a good communication platform for China＇s na- tional development and world economy, but it also inspires the prevalence of smuggling cases, which has derived the fea- tures, such as complex crime subject, expanded crime space, diverse and disguised criminal means and serious hazards, etc. It has brought great challenges for anti-smuggllng investigation. The investigation organs are also faced with the dilemmas from idea, intelligence and mechanism. And some practical countermeasures are proposed to prevent and investi- gate smuggling related crimes.
