摘要
空间规划和空间规划的编制实施管理在城乡空间治理中发挥着至关重要的作用。上海通过市-区-镇三级"两规合一"和以"上海2040"编制为契机的"多规合一"两个工作阶段,系统研究梳理了空间规划的编制实施管理工作。从统一规划体系、协同技术手段和简化行政程序3个方面入手,探索了横向上以城乡规划和土地利用规划为主体、融合其他专项规划,纵向上以空间规划体系深化落实空间布局和各项空间政策,贯穿规划编制、实施、监督的全过程的空间治理方式的系统性变革。
Spatial planning and its formulation and implementation management system play a vital role in urban and rural spatial governance. Through the two phases of ＂two-plan coordination＂ of city-district-town three levels and the ＂multi- plan coordination＂ formulation taking ＂Shanghai 2040＂ as an opportunity, this paper systematically researches the formulation, implementation, and management of spatial planning. By planning system unification, technical collaboration, and administrative procedures simplification, it explores the spatial governance reformation that takes urban ＆ rural planning and land use planning as the main body, combined with other special planning, and penetrates the spatial planning system that deepens the implementation of space layout and space policies during the whole process of planning- implementation-supervision.
