京津冀协同发展背景下“张家口——保定”整合发展构想

The Integrated Development of Zhangjiakou and Baoding in the Background of the Coordinated Development of Beijing,Tianjin and Hebei

在京津冀协同发展背景下,京津周边的河北省只有不断通过区域整合,才能够更好地融入京津大都市,并且在承接自京津疏解出来的职能的过程中具有更强的竞争力。保定和张家口都作出了行政区划调整,两市市区面积均有大幅增长,这为"张家口—保定"整合发展奠定了基础。两个城市在发展过程中,首先需要构建"北京—保定—张家口"三角形,为此需要构建"保定—北京""张家口—北京""张家口—保定"等3条城市链,同时要强化大同对蔚县和涞源的影响,并按"分片+分层"发展的方式,将东团堡镇打造成为"张家口—保定"城市链上的"子中心",通过跨区域发展城镇体系将"蔚县+涿鹿+涞源+易县+涞水"整合在一起。

In the background of the coordinated development of Beijing,Tianjin and Hebei,only by way of regional integration can regions of Hebei around Beijing and Tianjin be better integrated with the metropolitan of Beijing-Tianjin,and have stronger competitiveness in the process of carrying on the Beijing-Tianjin function relief.Both Baoding and Zhangjiakou have adjusted the administrative division and the downtown area has expanded,which has laid a solid foundation for the integrated development of Zhangjiakou and Baoding.In the process of development,a triangle of＂Beijing-Baoding-Zhangjiakou＂must be built,which requires the establishment of such three city chains as the chain of Baoding-Beijing,of Zhangjiakou-Beijing,and of Zhangjiakou-Baoding.Meanwhile,the influence of Datong of Shanxi Province on Yuxian Country and Laiyuan County will be strengthened,the Town of Dongtuanbu will be built as the sub-center of the city chain of Zhangjiakou-Baoding by means of a development mode of＂part-by-part plus level-by-level＂,and Yuxian County,Zhuolu County,Laiyuan County,Yixian County and Laishui County will be integrated by way of cross-regional development system of towns and cities.
