基于“SHA2011”卫生费用核算体系的吉林省0-14岁儿童治疗费用核算分析

Estimation Analysis of Curative Care Expenditure of 0-14 Years Old Children in Jilin Province Based on SHA2011

目的:综合分析吉林省0-14岁儿童治疗费用现状和特征,为制定卫生政策提供数据支持和建议。方法:基于SHA2011卫生费用核算体系,以经常性治疗费用为总量,以样本数据为分摊系数,核算分析吉林省0-14岁儿童治疗费用总量及构成。结果:2014年吉林省0-14岁儿童治疗费用总量为48.27亿元,占全人群治疗费用的9.87%,人均年治疗费用为1412.13元。从筹资角度看,吉林省0-14岁儿童治疗费用中家庭卫生支出占比为63.57%;从疾病角度看,治疗费用中的53.46%消耗于呼吸系统疾病的治疗;从机构角度看,治疗费用中的62.99%发生在省市级医疗卫生机构。结论:吉林省0-14岁儿童治疗费用的自费负担重,疾病分布集中,机构分布呈"倒三角"现象。

Objective： To analyze the present situation and characteristics of curative care expenditure of children （0-14 years old） in Jilin Province, and to provide data support and suggestions for health policy formulation. Methods： The System of Health Accounts 2011 （SHA2011 ） is used to analyze the total and composition of curative care expenditure of children （0-14 years old） in Jilin Province. The specific method is based on the curative care expenditure as the total, and the sample data for the sharing coefficient. Results： In 2014, the curative care expenditure of children （0-14 years old） in Jilin Province reached 4.83 billion yuan, which accounted for 9.87% of curative care expenditure of the total population in, and the per capita curative care expenditure of children （0-14 years old） reached 1412.13 yuan. From the perspective of care financing, the household Out-Of-Pocket （OOP） accounted for 63.57% in curative care financing for children （0-14 years old） in Jilin Province. From the perspective of the disease costs, the treatment costs of children （0-14 years old） occurred in respiratory diseases reached 53.46%. From the perspective of medical institutions costs, the curative care expenditure of children （0-14 years old） occurred in urban medical institutions reached 62.99%. Conclusion： The children （0-14 years old） in Jilin Province has a high financial burden due to high OOP. The distribution of disease is concentrated. And the distribution of medical institutions is like ＂inverted triangle＂.
