摘要
目的:全面了解上海市浦东新区卫生计生监督人力资源基本情况。方法:全面调查截止2015年12月31日的浦东新区卫生计生监督所人员的编制、数量、年龄、学历、专业、职称等情况。结果:浦东新区共有卫生计生监督员134名,万人口监督员0.24名,监督员平均年龄40.02岁,中级职称人员占43.28%,91.04%人员学历为本科及以上,2010-2015人员流动65名,继续教育均以现场授课形式开展。结论:浦东新区卫生计生监督所人员整体素质方面明显优于全国整体水平,但人员数量明显不足。应该试点实行公务员分类制度,提高队伍的稳定性;强化卫生计生监督协管队伍建设,弥补卫生监督力量的不足;加强卫生计生监督学科建设,强化卫生计生监督的内涵;建设卫生计生监督实训基地,开展实践培训。
Objective: To fully understand the basic situation of human resources in Pudong New Area health and family planning inspection agency in Shanghai City. Methods: A comprehensive survey on the staff establishment, quantity, age, educational status, professional title was conducted till December 31, 2015. Results: The total number of health and family planning inspector was 134 and 0.24 per million population. The average age was 40.02 years, the intermediate professional titles accounted for 43. 28% and 91.04% personnel had bachelor's degree or above. There were 65 personnel turnovers from 2010 to 2015 and the continuing education was in the form of on-site teaching. Conclusion : The overall quality of Pudong New Area health and family planning inspection personnel was significantly better than the national average level. The quantity was obviously insufficient. It can be improved by implementing the civil service classification system to improve team stability, strengthening health and family planning supervision assisting team to make up for the shortage of health supervision, strengthening the construction of disciplinary to improve the connotation of health supervision and building practice training base to carry out practice training.
