情景-应对模式下面向复用的应急策略情报加工方法研究

Reuse-oriented Emergency Strategy Intelligence Processing in Scenario-response Mode

[目的/意义]为了提高应急策略情报加工的准确性,实现应急策略情报的数字化,提高策略情报的可用性,研究了面向复用的应急策略情报加工方法。[方法/过程]通过构建"部门名称对照表",对应急策略中涉及的参与部门进行规范化描述并构建用户词典辅助文本分词;设计过度划分部门名称的合并规则,实现策略中的组织机构提取;研究部门任务的标注方法,完成策略情报的加工;设计策略内容相似度计算方法,对相似度较大的策略进行合并,减小策略库的复杂程度。[结果/结论]演示实验展示了应急策略情报加工的整个过程,显示了本文所提方法用于实验文本加工的可行性。

[ Purpose/Signlflcanee ] In order to enhance the accuracy of emergency strategy intelligence processing, this paper studies the e- mergency intelligence processing method oriented to emergency strategies＂ reuse. [ Method/Process] First,it standardizes the descriptions of the strategy participating departments with the ＂Department Name Comparison Table＂. Second,it uses the table to build user dictionary to assist text segmentation. Third, it designs the combination rules for solving the problem of excessive division of department names, to re- alize the extraction of organization in the strategy. Forth, it researches the method of department＇s task annotation to complete the processing of intelligence strategy. Then, in order to reduce the complexity of the strategy base, it designs content similarity calculation method to merge the highly similar strategies. [Result/Conclusion ] Finally, the demonstration experiment shows the whole process of emergency strategy intelligence processing and the application feasibility of the proposed method.
