基于政策工具视角的长三角城市群智慧城市政策分析

An Analysis of the Yangtze River Delta Urban Agglomeration Smart City Policies from the Perspective of Policy Tools

[目的/意义]从政策工具视角分析智慧城市相关政策对解决当前我国智慧城市建设过程中面临的各类难题,推进智慧城市健康发展具有重要意义。[方法/过程]构建了包括政策工具类型和智慧城市政策子系统在内的智慧城市二维政策分析框架,采用内容分析法对长三角城市群26座城市的36份智慧城市政策文本进行统计分析。[结果/结论]研究发现,当前长三角城市群智慧城市政策存在强制性政策工具使用过度、法制化程度不高、市场机制不够健全、社会力量参与不足等问题,针对上述问题提出了改进建议。

[ Purpose/Sigulficance ] Analysis of smart city policies from the perspective of policy tools is of great significance to solve the current problems in China＇s smart city construction process and promote the healthy development of smart cities. [ Method/Process] In this paper, we constructed a two dimensional policy analysis framework including the type of policy tools and the smart city policy subsys- tem and analyzed 36 smart city policy texts of the 26 cities of the Yangtze River Delta by content analysis method. [ Result/Conclusion] The study found that the current smart city policies of the Yangtze River Delta urban agglomeration have the following problems, the com- pulsory policy tools are used too much, the legal degree is not high, the market mechanism is not perfect and lacks of social strength partic- ipation. This paper finally put forward the suggestions to solve the above problems.
