Comment on Independent Connotation of the Think Tank:Taking United States as Example

[目的/意义]针对智库独立性问题,提出智库独立性存在多种理解,很有必要加强理论澄清与实践认知。[方法/过程]通过以美国为例,运用理论研究方法,结合相关文献资料,对美国智库的独立性展开研究,分析了美国智库难保独立性的原因,探讨了美国智库独立性的基因缺陷及由此引发的严重后果。[结果/结论]认为美国智库受到国家意志的影响,有着鲜明的政治倾向,其根本宗旨在于维护和促进美国国家利益。中国新型智库建设必须学习美国智库追求独立的价值品性和实践经验,也要区分其政治话语体系,将智库的理论构建与技术操作分开对待,根据我国具体国情规范智库的运行模式,正确发挥智库在政治话语体系中的智能支持作用。

[ Purpose/Signiflcance ] It is necessary to strengthen the understanding of theory and practice, in order to solve the problem of independence of think tank. [ Method/Process] In the case of the United States through the process, using the method of theory research, combined with relevant literature, this paper researches on the independence of American think tank, analyzes the reasons for America＇ s difficulty in guaranteeing the independence of think tank, and discusses the genetic defects for independence of the think tank in United States as well as the serious consequences caused. [ Results/Condusions] American think tank is influenced by the state will and has a dis- tinct political tendency. Its fundamental purpose is to protect and promote the interests of the United States. China＇ s new think tank must learn from American value character for independence and practical experience which is needed to distinguish the political discourse sys- tem, theory construction and technology operation separately. China＇s think tank operating mode is standard according to the specific con- ditions and needs to play intelligent support function in the political discourse system.
