Research on the Incentive Mechanism of Regional Science and Technology Resources Sharing Platform Based on Innovation Voucher

[目的/意义]为有效发挥区域科技资源共享平台的创新服务支撑作用,提高区域科技资源利用率,基于创新券设计区域科技资源共享平台激励机制,有助于提高共享平台利用率和推动区域科技创新活动的有效开展。[方法/过程]以政府购买技术与服务为理念,将区域科技资源共享平台为载体,创新券为激励科技企业创新新工具,依托两者有机融合,设计一套包括创新券分配机制、奖励与衰减机制和监管机制的区域科技资源共享平台激励机制。[结果/结论]研究得出针对我国区域科技资源共享平台使用效率偏低、创新券激励效用发挥不充分等现实问题,基于创新券的区域科技资源共享平台激励机制设计,能对共享平台服务和科技企业创新进行双向激励的同时,为创新券在我国长效推行与应用提供一种新的运管方式。

[ Purpose/Significance] In order to effectively play the innovation service support role of regional science and technology re- sources sharing platform, and improve the utilization efficiency of regional science and technology resources, designing an incentive mech- anism of regional science and technology resources sharing platform based on innovation voucher will help to improve the sharing plat- form＇ s utifization rate and promote effective development of regional scientific and technological innovation activities. [ Method/Process] This paper put forward the idea that governments purchase technology and services, using science and technology resources sharing plat- form as the carrier, innovation voucher as the new tool to encourage enterprise innovation, design an incentive mechanism of regional sci- ence and technology resources sharing platform based on innovation voucher, the incentive mechanism includes innovation vouchers alloca- tion mechanism, innovation vouchers reward and attenuation mechanism, and innovation vouchers supervision mechanism. [ Result/Conclusion ] The proposed innovation voucher-based incentive mechanism can solve the reality problems of inefficiency in the utilization of the regional science and technology resources sharing platform and ineffectiveness of the incentive role played by the innovation vouchers, the new design of the incentives will provide a two-way incentive to both the sharing platform and the science and technology enterprise＇ s in- novation, and at the same time introduce a new management and operation approach for the long-term implementation and application of innovation voucher in China.
