陕西省军民科技资源开放共享的实现路径研究

On the Implementation of Open-Sharing Path for Civil-Military Integration of Scientific and Technological Resources in Shaanxi Province

[目的/意义]军民科技资源开放共享有利于加快要素资源整合、促进科技资源统筹和科技创新,是推动军民科技资源深度融合的关键。[方法/过程]在对陕西省军民科技资源开放共享的政策环境、科技资源共享情况等现状分析的基础上,认为陕西省军民科技资源开放共享中仍存在一定问题,其共享潜力有待进一步释放。选择部分具有代表性的军民科技资源开放共享途径进行阐释,探索陕西省在实现军民科技资源开放共享过程中的有益经验。[结果/结论]从依托政产学研建立战略联盟、创新军工科技资源管理体制、加强军民双向合理流动协调机制、建设共享信息平台、完善知识产权制度和激励机制五个方面系统构建了有助于陕西省促进军民科技资源开放共享的策略机制。

[Purpose/Signiflcance ] The opening and sharing of civil-military integration of scientific and technological resources is con- ducive to the integration of resources, so as to effectively realize the overall planning of technological resources and promote technological innovation, which is the key to deepen the fusion of civil-military integration of scientific and technological resources. [ Method/Process] Based on the analysis of the literatures on the policy-making environment of opening and sharing, current situation of sharing, it is pointed out that there are still some problems on the opening and sharing of civil-military integration of scientific and technological resources in Shaanxi province and the sharing potential remains to be further improved. This paper explores some representative open-sharing paths for civil-military integration of scientific and technological resources and presents the useful experience of Shaanxi province in its implementa- tion process. [ Result/Conclusion] A strategic mechanism to promote the opening and sharing of civil-military integration of scientific and technological resources is built at last, which involves five aspects： establishing a strategic alliance of government-industry-university-re- search and relying on their cooperation, innovating the management system of military scientific technological resources, strengthening the coordination mechanism of the civil-military forces, building information sharing platform, and improving the intellectual property rights system and opening and sharing incentive mechanism.
