城市贫困治理是当前城市发展的重要内容,通过归纳国内外学者关于城市贫困治理的研究成果和梳理我国城市贫困治理近二十年的发展历程,深入考察城市贫困的概念界定、城市贫困群体致贫原因以及各级城市政府采取的反贫困措施、城市贫困治理的实际效果等,进一步推动城市贫困治理,必须树立以就业为导向,以个体发展为核心的城市贫困治理理念;建构以政府调控为主体,以社会参与为内容的城市贫困治理主体;完善以公平正义为目标,以规范运行为特征的城市贫困治理制度体系。

Urban poverty management is an important part of the current urban development, and summing up research results of domestic and foreign scholars on the urban poverty management has important practical values to deepen urban poverty management research and promote urban poverty management practice. By reviewing the development of urban poverty management in our country in the past 20 years, we have examined the concept definition of urban poverty, the causes of poverty in urban poor groups, the anti-poverty measures taken by the governments at all levels, the practical effects of urban poverty management and etc. To further promote urban poverty management, we must establish the idea of urban poverty governance with employment as the guiding and individual development as the core; construct the main body of urban poverty governance with the government regulation as the main body and social participation as the content; improve the system of urban poverty governance with fairness and justice as the aim and normalized operations as the characteristics.
