宋代转运使司为监司之一,属路一级地方行政管理机构,广泛参与财务、监察、科选等事务。转运使司在中央与地方沟通中,起到了必不可少的桥梁作用。在法律制定和修订过程中,转运使以向中央提出意见的形式促进法律的完成和修订;在法律颁布的过程中,转运使对法律文书具有传递和保录的作用;在法律实际运行过程中,转运使担负起了抓捕罪犯、询问罪状、宣扬律令、纠举违法等多项职责,起到了重要作用。

The institution of Forwarding Magistrate was one of the supervisory institutions in the Song Dynasty, which was a kind of the highest level of the local administrative management organization. It was also in charge of financial affairs, supervision, imperial examination and so on. The Forwarding Magistrate was a necessary communication bridge between the central and the local. During the revision and making of the legislation, he took the responsibility of giving advice and response to the actual situation to the ruler for the law. When the law was promulgated, the Forwarding Magistrate was responsible for the delivery and retention. During the enforcing of the legislation, he took the responsibility of arrest, inauirv, oromotion, rehearsal and so on. in which he played an important role.
