该文把两种不同的发展观作为核心论点，分别论述了在经济发展和技术创新中都要将“以人为中心”作 为观察和处理经济问题与技术问题的基本出发点。从而不仅使对人的全面关怀成为贯穿全篇的一条主线，而且 使将人的全面关怀引入经济和技术领域的重要性与必要性昭然若揭。

Two different views of development are discussed in this paper. Along the principal axis, the article sets out to prove that taking people foremost should be taken as the basic method in investigating and dealing with economic problem in economic development and technical problems in technical innovation. So the comprehensive concern for people becomes the mainline and reveals evidently its importance in the economic and technical field.
