如何使跨界河流成为周边合作的亮点,而非争议点,是考验中国周边治理能力的试金石。在合作共识已经形成,硬法建构短期难以实现的背景下,以软法为切入点,继续凝聚共识,深化互信,是可行的选择。一方面,将已有合作成果制度化、固定化,积累合作经验,巩固合作基石;另一方面,在合作理念的推动下,探讨新的、更深入的合作模式。最终形成一套整体性的周边跨界河流合作战略和策略。
