运用PPP模式治理地方债务问题的研究

Research on the Governance of Local Debt Issues Based on PPP Mode

近年来,随着地方债问题的不断恶化,对经济建设的有序发展产生了极大的威胁。李克强总理在2016年3月5日的《2015年的政府工作回顾》中明确指出,"发行地方政府债券置换存量债务3.2万亿元,降低利息负担2000亿元,减轻了地方政府常在压力",这充分体现了中央政府对解决地方债务问题所下的决心和运用的手段。而解决地方债务问题,不仅要从宏观调控方面入手,也要在经济市场中寻找捷径。本文分析了地方债形成原因与当前的困境,简述了PPP模式的运行原理与操作优势,分析了其解决地方债务治理的可行性与运用PPP模式时所需要注意的具体问题。

Recently the increasing deterioration local debt issues seriously impacts on the orderly development of the economic construction. On March 5 2016, in the report of review of government work in 2015, China＇s Vice Premier Li Keqiang asserted that the pressure of local governments was greatly relieved because of the 10 trillion yuan debt replacement stock published by the local government and the reduction of 2000 billion yuan interest burden, which fully reflects the steadfast determination and effective measures of the central government to solve the local debt issues. However, local debt issues not only depend on macro-control, but also the shortcut searched in the economic market. The paper analyzes the forming reasons and the current predicaments of the local debt. The operating principles and advantages of PPP mode are illustrated, and its feasibility to solve the local debt governance issues as well as the specific issues needing to be noted when PPP mode is operated.
