广州养老机构护理服务监管现状研究

目的:研究旨在深入了解广州养老机构护理服务监管现状,为制定解决目前护理服务监管存在的问题提供依据。方法:对38间养老机构进行问卷调查以及走访,数据运用百分比、均值、标准差进行描述,并用x^2检验进行分析。结果:55.9%的养老机构认为政府对其护理服务监管力度一般,大部分养老机构自我监管总体较好,对各方面的监管自评介于"好"(报告率:10.5%～55.3%)或"一般"(报告率:18.4%～57.9%)之间;所有养老机构都开展基础护理项目,97.4%的养老机构开展感染控制;公办养老机构分级护理费用占每月总费用(除却购置费)比重分别为58.15%、47.61%、39.65%、28.18%,均比民营低;公办平均入住老人、护理人员以及护理人员持证人数均低于民营,分别占调查平均数的38.5%、31.4%和28.2%。结论:缺乏明确的监管处理措施;护理项目单一;机构收费公示范围较小;护理服务人员数量不足,应明确监管后处理措施;加强养老机构自我监管能力;多途径扩大收费公示范围等。

Objective：Tounderstand in-depth Guangzhou nursing institutions care regulatory status, as well as to provide the basis of solving the current problems in nursing services regulation. Method： Through questionnaire surveys on 38 nursing institutions, with the date describing by percentage, mean value and standard deviation and analyzing by the x2. Result： 55.9% nursing institutions thought that the government＇s supervision on its care services is not very strict, but most of them thought that their self-regulatory review overall were good, and for all aspects of the regulationfrom the comments in the＇good＇（report rate：10.5%-55.3%） or＇general＇（report rate：18.4%- 57.9%）; all the nursing institutions carry out the project of fundamental nursing, and 97.4% of the them took on the infection control; public nursing institutions＇grading nursing costs accounted for the total cost per month （excluding purchase expense） proportion respectively 58.15%, 47.61%, 39.65%, 28.18%, lower than the private; the number of the check-in elderly, the holder of the nurses and nursing staff in public pension institutions are lower than the private, accounting for respectively 38.5%, 31.4% and 28.2% of the investigation average.Conclusion： There are some problems： there is no clear regulation processing measures; the nursing project is too single; the charge of public scope is small and the insufficient number of care providers and so on. And measures should be explicit regulation post-processing; Strengthen the pension institutions＇ self-regulation ability; add more approaches for expanding the scope of the charge of the public and so on.
