广东—东盟科技合作模式及平台建设——基于“21世纪海上丝绸之路”的背景 被引量:4

摘要 广东与东盟开展国际科技合作是参与"21世纪海上丝绸之路"建设可行性与必要性兼备的战略选择。广东—东盟科技合作应是平等互利的双边合作,鉴于东盟众国科技发展水平参差不齐,在广东—东盟科技合作的总体模式下分类探讨了广东同东盟不同国家科技合作的区域合作模式,主要为:广东同新加坡的二次开发模式、与马来西亚和泰国的联合开发合作模式、与印度尼西亚和菲律宾等国的技术(产品)输出型合作模式。同时,配以囊括信息资源共享平台、中介服务平台、人才交流平台和综合服务平台在内的广东—东盟科技合作平台与配套的法律、政策、人才交流与监管合作机制,保障科技合作顺利开展。 Guangdong and ASEAN to carry out international scientific and technological cooperation was a strategic choice for the feasibility and necessity of the construction of the"21st century maritime silk road". Guangdong- ASEAN scientific and technological cooperation should be equal and mutually beneficial bilateral cooperation. As a result of the different levels of science and technology development in ASEAN countries, the region- al cooperation model of Guangdong and ASEAN countries'scientific and technological cooperation was discussed in the overall mode of Guangdong- ASEAN scientific and technological cooperation. The regional cooperation model was mainly: Guangdong and Singapore were mainly secondary devel- opment model, and Malaysia,Thailand was to carry out joint development model, and Indonesia, the Philippines and other technology (product)were output - type cooperation model. At the same time, should establish the Guangdong - ASEAN technology cooperation platform, including information resources sharing platform, intermediary service platform, talent exchange platform and integrated service platform and legal, policy, talent exchanges and regulatory cooperation mechanism to ensure the smooth development of scientific and technological cooperation.
