中国旅游业碳标签体系构建研究

摘要 旅游业碳标签作为低碳旅游研究领域的新热点,受到各国政府、学者和游客的高度关注。国外关于旅游业碳标签的研究已取得了富有成效的研究成果并形成了自己的旅游业碳标签体系。国内关于旅游业碳标签的研究起步较晚,缺乏相应的理论和实践经验,需要建立适应我国实际情况的旅游业碳标签体系,以提高我国旅游业的减排能力。在综述国内外旅游业碳标签研究进展的基础上,构建了一个包括基本流程、监督管理、支持政策三个方面在内的中国旅游业碳标签体系。该体系有利于推动我国旅游业"自下而上"减排,对低碳旅游的开展具有重要的理论价值和现实的参考意义。 As a new hotspot in the field of low carbon tourism, tourism carbon label attracted more and more attention of governments and tourisis. Overseas research on carbon label in tourism made fruitful achievements and formed its own carbon label system for tourism. But the domestic study about tourism carbon label was relatively late, lacked of attention and research on carbon label in tourism, we needed to establish a tourism car- bon label system to meet the actual situation of our country, so as to improve the tourism emission reduction capacity of our country. Based on the re- view of research progress of domestic and foreign tourism carbon label and refer to the Chinese carbon label system designed by Yu Yun - jun et al, the carbon label system of China's tourism industry was constructed from three aspects:Basic process,supervision and management and support poli- cy. Based on the six steps of initiating, introducing or formulating the calcu]atlon standards, establishing the database of enterprises, calculating the car- bon footprint of tourism, checking and certification and publishlng, forming the basic process of tourism carbon labol, in terms of supervision and man- agement, it was necessary to supervise and manage the carbon label of the tourism industry from the third party carbon ]abe] professional consulting company and the tourism internal industry institution. From both tourists and enterprises to support the policy, for tourists should be vigorously propa- ganda and education to guide tourists to low- carbon behavior,for tourism enterprises needed to regulate the industry laws and regulations of low- carbon production. The system was helpful to promote the "bottom- up" emission reduction of our tourism industry, and had important theoretical val- ue and practical reference significance for the development of low - carbon tourism.
