多学科视角下雾霾治理生态补偿机制理论依据探析

On the Theoretical Basis of the Establishment of Ecological Compensation Mechanism for Haze Management from Multidisciplinary Perspective

十八大以来,雾霾治理生态补偿机制研究成为生态文明建设研究的热点问题。"公共物品理论""外部性理论""产权理论""生态价值论""生态资本理论""权利与义务公平理论""可持续发展理论"构成了雾霾治理生态补偿机制的重要理论来源和依据。从经济学、法学和生态学的视角科学地揭示和认识其内在逻辑关系及功能作用,对系统研究和正确处理经济社会发展与生态环境保护所面临的问题,明确生态资源的产权,估算区域生态资本价值,公平确定补偿主、客体的利益关系,科学界定补偿范围、标准和方式,保障生态环境资源的永续利用等,具有重要的理论和实践指导价值。

The research on ecological compensation mechanism for haze management has become one of the hot issues in the research of ecological civilization since the l$th Congress of the Communist Party of China. The theoretical basis to establish the mechanism includes ＂Theory of Public Goods＂, ＂Externality Theory＂, ＂Property Right Theory＂, ＂Ecological Value Theory＂, ＂Ecological Capital Theory＂, ＂The Theory of Rights and Obligations＂ and ＂Sustainable Development Theory＂. From the perspective of economics, law and ecolo- gy, this paper aims to scientifically reveal the logic and function of the elements involved in the mechanism, and solve the problem as how to correctly handle the balance between economic and social development and environmental protection. It will be of theoretical and practical value to define the ownership of ecological re- sources, to estimate the value of regional ecological capital, to provide an option for the determination of the right subject and object of the compensation and the scope, standards and ways of compensation, and to en- sure the sustainable use of environmental resources.
