摘要
矿产资源储备是保障国家资源安全和经济可持续发展的重要手段之一。本文选择美国、日本矿产资源国家储备制度进行研究,分析了两国资源禀赋、储备目标、矿产资源产品储备和产地储备,对比了我国拟开展矿产资源储备的基本制度,借鉴并提出了我国矿产资源产品、产能、产地储备相结合的储备体系架构,以及相应的实施措施和建议。
Reserve of mineral resources is an important means to ensure national resource security and sustainable economic development.Based on the research of the resource reserve system of the United States and Japan,this paper analyzed two countries＇ mineral resources,reserve targets,the product reserves and the mineral land reserves,and then compared the China＇s mineral resources reserve system to carry out,finally proposed a mineral resources reserve structure which combines products,production capacity,mineral lands in our country,and the corresponding measuresand suggestions.
