摘要
房地产市场对实体经济和虚拟经济具有双重效应。2013年以来的两轮房价波动,投机成分上升,强化了房地产市场的虚拟经济效应,而弱化了房地产市场的实体经济效应,这是造成实体经济和虚拟经济失衡的主要原因。按照中央经济工作会议提出的"房子是用来住的、不是用来炒的"的方向性要求,文本认为,建立以"抑制投机性需求"为核心的综合治理的长效机制,才是实现"实虚再平衡"和"房地产市场平稳健康发展"的根本途径。
The real estate market has a double effect on both the real economy and the fictitious economy. Since 2013,two rounds of fluctuating house prices and the rising speculation have strengthened the fictitious economy effect of the real estate market,at the same time weakening its real economy effect,which is the main reason causing the imbalance of the real economy and the fictitious economy. According to the directional demand "houses are supposed to be lived in, not a means of speculation"proposed in the Central Economic Working Conference,the thesis holds the opinion that,it is needed to establish a comprehensive and long-term mechanism centered around "speculative demand restriction", which is the fundamental route to realizing "the re-balance between real economy and fictitious economy" and "the stable and healthy development of real estate market".
