Setting Grassroots Governance in Motion:Associative Network and Community Public Goods Supply in China

社区公共物品提供,是城市基层治理的重要内容。中国城市社区公共物品的提供主体,是具有自身制度底色的"联动网络",不同于乡村的"连带群体"和欧美的"公民传统"。基层党组织的核心引领,使社区参与者之间形成"联动网络",以"协商治理"实现供给轨道的多元化,打造出"需求满足型"社区治理景观。以"社区公共物品"为载体,结合"联动网络"的组织优势和"协商治理"的制度优势,摆脱"矛盾转移"困境,使城市基层治理运转起来。

Community public goods is an important content of urban grassroots governance. The main body of public goods in the Chinese urban community is the ＂associative network＂ with its own system, which is different from ＂solidary groups＂in the country and the ＂civic traditions＂ in Europe and the United States. Grass-roots party organization at the core of the leadership allows the participants to form ＂associative network＂ ;by means of the governance of consultation, it is pos- sible to realize the diversification of supply channels, and create a landscape of community governance featuring ＂demand satisfaction＂. Taking ＂the community public goods＂ as the carrier, combined with the organizational strength of ＂associative network＂ and the institutional strength of ＂consultation governance＂, it is possible to get rid of the dilemma of ＂transfer contradiction＂, and to set urban grassroots governance in motion.
