国家治理体系现代化与国家政治安全的内在逻辑辨析

An Analysis of the Internal Logic of the Modernization of State Governance System and the National Political Security

国家治理体系现代化与国家政治安全是相辅相成的关系。一方面,国家治理体系现代化有利于国家政治安全;另一方面,国家的政治安全有利于为国家治理体系现代化创造稳定的环境。国家治理体系现代化视野下中国政治安全面临的挑战主要有:治理体系与社会需求存在一定的不适应,也难以满足公众的期待,特别是公平公正的指数还不能满足民众的期待。文章从彰显民主、促进公平、加强法制等方面提出了维护国家政治安全的改革举措。

The modernization of state governance system and the national political security supplement each other. On the one hand, the modernization of the state governance system fundamentally protects the problems faced by the country＇s political security. On the other hand, the national political security is the cornerstone of the modernization of the state governance system. The challenges of China＇s political security in the view of the modernization of state governance system are as follows： the functional types and capabilities of state governance are not suited to the needs of modern society; national governance is difficult to fully meet social development and public expectation, especially in terms of index of justice and equity. This paper proposes the reform measures for maintaining the national political security from such aspects as manifesting democracy, promoting justice, strengthening legal institution, etc.
