"Four Strengths":The Strategic Support for Strengthening the Army with Military-Civilian Integration

党的十八大以来,习主席把军民融合深度发展作为实现国家安全与发展相统一的大战略,提出了一系列新思想、新论断、新举措,形成了国防和军队建设的融合兴军篇。习主席在十二届全国人大三次会议解放军代表团全体会议上的讲话中,针对当前军民融合发展中存在的思想观念落后,顶层统管缺失,政策法规滞后,工作力度不强等问题,提出了"四个强化"的思想,为军民融合向深度推进指明了方向。本文解析了"四个强化"的时代背景、科学内涵、目标要求,提出了贯彻落实习主席指示精神,把军民融合引向深入的对策构想。

Since the 18th National Congress of the Communist Party of China, President Xi has made integration of military and civilian sectors the great strategy of realizing the national security and development, and put forward a number of new ideas, new judgments and new measures, opening a new page in the national defense and army building through military-civilian integration. In his speech at the plenary session of the PLA delegation during the Third Session of the 12th National People＇s Congress, President Xi proposed the ＂Four Strengths＂ to tackle problems in military-civilian integrated development, such as backward thinking and concepts, lack of the top-level unified management, lagging policies and regulations, and inefficient work. This article analyzes in depth the background, scientific connotation and requirements of the ＂Four Strengths＂, and advocates implementing the instructions of President Xi to deepen integration of the military and civilian sectors.
