京津冀一体化进程中的基本公共服务标准化

Standardization of Basic Public Service in the Process of Beijing-Tianjin-Hebei Integration

京津冀在医疗、教育、社保、交通等基本公共服务上的非均等配置,造成了人口聚集于北京、天津等大城市,进而带来空气污染、教育资源短缺、交通拥堵等"大城市病"。标准化是提升京津冀基本公共服务一体化、均等化水平,促进京津冀协同发展的重要治理工具。解决当前京津冀基本公共服务区域标准不统一、财力不均等问题,需尽快构建统一的区域基本公共服务标准化体系,培育多元主体,强化财力保障与监督问责。

Beijing, Tianjin and Hebei have unevenly allocated public services such as healthcare, education, social security, transportation, resulting in the over-population in Beijing, Tianjin and other large cities and further bringing in air pollution, educational resources shortage, traffic congestion and other ＂big city diseases＂. Standardization is an important governance tool to enhance the integration and equalization of basic public services in Beijing, Tianjin and Hebei and promote their coordinated development. To solve the current problems affecting the three regions that their basic public service standards are not unified and their financial strength are different, there is a need to build a unified regional basic public service standardization system, cultivate diverse players, and strengthen financial security and the supervision and accountability system.
