On the Supply-Side Problems and Reform Strategies of Public Library

在文化供给侧改革的背景下,公共图书馆有必要重新审视过去的发展理念和建设路径,研究未来的发展动力和突破方向,为公共图书馆事业可持续发展注入新动能。这就需要公共图书馆以问题为导向分析现阶段供给制度和结构存在的不足,如政策法规供给的有限性和滞后性、公共图书馆服务体系建设的不均衡、服务效能未能充分释放;并据此从完善公共图书馆的供给体制、调整供给结构和管理模式、创新供给内容和方式等方面,积极探索公共图书馆供给侧改革的策略。

Under the background of the cultural supply-side reform, it is necessary for public library to re-examine the past develop- ment concept and construction path, and study the future development power and breakthrough direction to inject new kinetic energy into the sustainable development of public library. Taking the problem as the direction, it is necessary to analyze the deficiencies ex- isting in the supply system and structure of public libraries at present, such as limitation and lag of the policies and regulations supply, inequality of public library service system construction, and inadequate release of service effectiveness. Accordingly, this paper actively explores the supply-side reform strategies of public library from the aspects of improving the supply system of public library, adjusting the supply structure and management mode, and innovating the supply content and mode.
