我国煤炭落后产能及其市场化退出机制研究

为研究我国煤炭落后产能发展规律,建立健全常态化的煤炭落后产能退出机制,促进我国煤炭落后产能的平稳有序退出,从煤炭落后产能的界定及其形成过程出发,分析了我国煤炭落后产能的特点以及退出的必要性,并结合"九五"后期以来我国煤炭落后产能退出进程及当前存在的困难,提出了以煤炭产能商品化为基础建立煤炭产能交易市场的煤炭落后产能市场化退出模式。

For research the developing law of China＇s outdated coal production facilities, establish and improve the normalized mechanism of closing down outdated facilities, and promote China＇s outdated coal production facilities close down smooth and or- derby, starting from the de（inition and forming process of outdated coal production facilities, this article analyzes its characteristics and the necessity of close down, and combing the history of its closing down since 1998 and the current difficulties＇ then proposes the new mode of marketed closing down of outdated facilities base on coal production facilities transaction.
