摘要
从国家层面和广东省层面梳理农村集体经营性建设用地使用权流转的政策,在此基础上总结出集体经营性建设用地使用权流转相关的理论基础,对比分析重庆"地票"模式、芜湖"直接入市"模式和广州白云"部分出让"和"土地出让价款+配建物业"模式成功的实践探索,进而提出在全国具有普适性的农村集体经营性建设用地使用权流转路径及政策建议。
From the national level and the Guangdong Province level, the paper started with combining the policy of the transfer of the right to use rural collective construction land. On this basis, it summed up the relevant basic theoretics, and compared the successful practice of exploration from Chongqing "land ticket" mode ,Wuhu "direct market" model and Guangzhou Baiyun "part of the transfer" and "land transfer price + with the property" model, and then the paper put forward the circulation path and policy suggestion of the transfer of the right to use rural collective construction land in the whole nation.
