特许经营污水厂提标扩建项目经济评价方法探讨

Discussion on Economic Evaluation Method for Upgrading and Extension Wastewater Treatment Projects with Franchise Mode

近年来,随着污水处理厂服务面积的增加和出水标准的日益严格,由于水量和水质的改变,很多污水厂需要改造扩建。目前大多数污水厂采用特许经营方式,为保证特许经营人的合理收益和避免处理收费过高造成政府财务负担,需要确定合理的处理水价。以某污水处理厂二期工程水价测算为例,分析测算方法和费用计取,为类似改扩建项目的经济评价和水价测算提供借鉴。

In the premise of the increasing service area and stringent effluent criterion, most wastewater treatment plants need to be upgraded due to the enhancement of the wastewater quantity and effluent quality. At present, most wastewater treatment plants are operated with franchise mode. The treatment price should be determined to ensure the reasonable profit of franchisees and avoid processing charges caused by excessive financial burden on the government. The economic evaluation of a wastewater treatment plant （second phase） is taken as an example in this paper. The calculation methods and cost determination are analyzed, which could be used as a reference for the economic evaluation and water price calculation of similar projects.
