学术主导、分类驱动、协同推进——我国大学院系治理机制探究 被引量:28

摘要 作为大学二级机构的学院(系)是大学各项职能的直接承担者和组织者,院系治理已逐渐成为现代大学治理的核心所在。我国高校的治理改革可先行探索基层学术组织治理改革,形成"自下而上"的改革倒逼机制,进而推动整个高等教育管理体制的改革。院系治理改革需要坚持治理理念,遵循利益相关者原则,推进"学术主导"、"分类驱动"和"协同推进"三种治理机制的变革。 As the secondary institution, the school in the university is direct undertaker of social functions and organizer of academic activities. Then, the school governance is grad- ually becoming the core of modern university governance. It needs to explore the bottom-up reform based on the basic academic organization, and form a reversed transmission mecha- nism of reform, so as to set up the modern university system. It should adhere to the gov- ernance philosophy and the principle of stakeholders, in order to promote the governance mechanism reform such as academic dominance, classified administration and collaborative promotion.
