摘要
在对上一轮普通高校本科教学工作水平评估实践反思的基础上,我国开展了分类评估和审核评估的研究和实践。分类评估思想的产生有着理论渊源和实践动力,但也存在制度设计上的缺陷和现实实践中的风险,为此引发了学术争鸣。之后又开始了审核评估模式的理论研究和试点实践,审核评估作为更新、更系统的评估模式被正式提出,但它也存在可能的困境。为此需要将国际特征和本土特色相结合、制定评审细则和有效范例、借鉴伙伴院校最佳实践经验、引入组织管理中的标杆管理等。
Based on the reflection of the undergraduate teaching assessment, it analyzed the classified higher education evaluation and institutional quality audit. There's theoretical origin and practical motive of classified higher education evaluation, with the defects con- nected with the system design and the risk in reality at the same time. Besides, it also ana- lyzed the possible dilemma when institutional quality audit taken into practice. As a result, it put forward the methods that not only the native characteristic but also the international fea- ture should be combined, detailed rules and effective case should also be made out as soon as possible; and it also should set up typical excellent cases, draw lessons from the same kind colleges, and improve the system design to implement institutional quality audit successfully.
