划定城市发展边界是提高国土开发效率和提升国际竞争力的必要手段。以资源环境承载力评价为基础,开展适宜性评价是划定城市发展边界的前提条件。针对我国城市发展的资源环境约束和保护耕地的现实需要,研发城市发展边界划定与调控决策支持系统,开展地级城市发展边界的划定工作,是保护耕地和生态环境的重要举措,是形成科学合理的城市化格局、农业发展格局、生态安全格局、自然岸线格局的基础,是落实生态文明建设的重要内容。

Delimitation of urban development boundary is an essential method to raise territory development efficiency and international competitiveness. Based on resources and environment carrying capacity evaluation, undertaking suitability appraisal is the premise for urban development boundary delimitation. Facing with the constrains of resources and environment as well as the need to protect the cultivated land, research and development of urban growth boundary delimitation and decision-making system based on the carrying capacity evaluation, is an important measure for protecting the cultivated land and ecological environment. It is the foundation for the establishment of reasonable pattern of urbanization, agricultural development, ecological-safety and natural coastline, as well as the crucial content of ecological civilization construction.
