互联网监督在国家治理中的作用及其限度

The Role and Limits of Internet Supervision in National Governance

在网络新媒体时代,治理模式的改变与互联网的发展密切相关,互联网监督促使着政府管理方式的调整和国家治理模式的兴起。文章把互联网监督纳入到国家治理体系中进行考察。互联网成为联系国家与社会互动的桥梁,扮演着公民参与和社会诉求的公共平台,并通过"民主的尺度"三个维度的划分来考察网络民主监督的量与质,分析互联网监督的结构性限制。最后提出要全面理解互联网监督在国家治理中的作用及限度,将国家治理中互联网监督的作用与现代社会的传统治理方式结合起来,推进国家治理机制的创新与改革。

In the Internet age,the modes of governance have changed with the development of the Internet.Internet supervision has caused the government administration to change and national governance to increase.This paper collocates mobile Internet into the system of national governance,where the Internet becomes a bridge between nation and society,acting as a public platform between public participation and social appeals.Furthermore,this paper explores the quality and quantity of internet democracy by identifying three dimensions on the democratic scale,analyzing its construal limits.Finally,this paper puts forth the idea that we should fully understand the role and limits of mobile Internet in national governance,and combine the role of Internet supervision in national governance with traditional social governance,allowing the mechanisms of national governance to advance further.
