公民参与公共政策全过程的主要障碍及对策——基于政策过程模型的分析

Main obstacles and countermeasures of citizen participating in whole process of public policy:analysis based on policy process model

随着新型服务行政理念的发展,政府应重视公民对公共政策周期的全过程参与。基于政策过程模型,从议程建立到政策制定、执行、调整,再到政策终结,公民应参与公共政策的全过程,使政府和公民间形成良性互动。在这一过程中,存在着政府与公民实时沟通渠道不畅通、官员公开信息不及时、公民参与能力不足等主要障碍。为此,应从完善双方沟通渠道、建立健全信息公开制度、培养公民参与能力等方面着手,促进公民的全程参与。

Along with the development of new concept of service administration, the government should pay attention to the participation of whole process of public policy cycle of citizens. Based on policy process model, the citizens should participate in the whole process of public policy from the initial policy agenda to policy planning, implementation and adjustment, till the policy ending, so as to form a positive interaction between the government and citizens. In this process, some main obstacles exists, such as the faultiness of communication channel between governments and citizens, the delayed publication of government information, the low level of participating capability of citizens, etc. Hence, it should be improved from the aspects of perfecting the communication channel, establishing and improving the information disclosure institution, and raising the participating capability of citizens, etc., in order to promote the whole process participation of citizens.
