随着城市化进程的加速,城市问题不断涌现,推进城市治理体系建设和治理能力现代化日趋迫切。由于城市治理的独特性,寻找城市治理体系和治理能力建设的基本逻辑十分必要。城市治理体系和治理能力与治理理念密切相关,城市治理体系和治理能力建设以城市治理理念为引领,城市治理体系是城市治理能力的基础,城市治理能力是应对"城市病"和促进城市可持续发展的必要条件。在中国当代语境中,城市治理理念主要由目的层的人本治理理念和手段层的依法治理理念、系统治理理念和智慧治理理念构成。城市治理体系由治理主体、治理客体和治理方法构成,分别解决谁来治理、治理什么和如何治理的问题。与此相应,城市治理能力由城市动员能力、城市管理能力、城市发展能力和精细治理能力构成,既对应城市治理体系的理论构成,又回应城市治理实践的现实需要。

With the acceleration of urbanization process, problems have sprung up in many cities. Thus the modernization of urban governance system and capabilities has become increasingly urgent.Due to the uniqueness of city governance, it is very necessary that we searched for the basic logic of the construction of the urban governance system and governance capabilities. Urban governance system and governance capabilities are closely related to the concept of urban governance. The construction of urban governance system and gover-nance capabilities takes urban governance concept as the guidance. Urban governance system is the foundation of urban governance ca-pabilities. And urban governance capabilities are the necessary condition to deal with the ＂city disease＂ and to promote the sustainable development of a city. In the political context of contemporary China, urban governance concept is mainly composed of humanistic gover-nance conceptas the goal layer, the concept of governance according the law, the system governance concept and the wisdom governance concept as the method layer. Urban governance system is made up of governance subject, governance object and governance method. Re-spectively, the three elements deal with three problems： who to govern, govern what and how to govern.Accordingly, urban governance ca-pabilities are consisted of the urban mobilization ability, urban management ability, urban development ability and fine governance abili-ty. Urban governance capabilities is corresponding to the theory of urban governance system and meet the demand of the reality of urban governance practices.
