出入境特殊物品单位生物安全风险点的模块化监管模式研究

Study on the modularization supervision model of biological risk points in entry-exit special goods entities

摘要 目的提高对特殊物品单位的整体生物安全风险的监管和防控能力。方法通过调查上海浦江出入境检验检疫局辖区内的特殊物品单位,与生物安全负责人进行研讨,收集、整理可能存在的生物安全风险点。结果对特殊物品单位的生物安全风险点进行分类、模块化处理,形成生物安全风险点"库",包括主风险模块4个、一级风险模块15个、二级风险模块59个、三级风险模块145个,具有全面性和个性化的特点。结论模块化生物安全风险点监管模式能有效验证特殊物品单位对自身生物安全风险点的认知和防控能力。 Objective To enforce the ability supervision and control of the biological risks in the entities of entryexit special goods. Methods The entities of entry-exit special goods under the administration of Shanghai Pujiang Entry-Exit Inspection and Quarantine Bureau were investigated. The persons who was responsible for the biological risk were advised. The biological risk points had been collected and sorted. Results The biological risk points in the entities of entry-exit special goods were modularized. The risk points pool were established,it was composed of4 chief risk modules,15 primary risk modules,59 secondary risk modules and 145 third level modules,which was generalized and individualized. Conclusion The supervision model of biological risk points modularization could effectively verify the biological risk points cognizance and prevention capability of the special goods entities.
