欧盟实施多元化语言政策的原因——基于语言权利的分析

The Reason of Multilingual Policy of the European Union——An Analysis of Language Right

基于欧洲语言多样性的历史特点,欧盟实施多元化的语言政策。多元化指的是欧盟官方语言的多样性,成员国24种语言在法律上一律平等。语言作为沟通媒介,又是一项基本人权,欧盟公民通过平等的语言资源获取共同体法律、经济、政治、教育、媒体等领域的公共服务,共享一体化的成果。本文拟从语言权利角度,分析欧盟实施多元化语言政策的原因,分析如何保障欧盟公民的权益,加深欧洲公民身份的认同感,在"多样统一"中增强欧盟的凝聚力,推进欧洲一体化不断加深。

The European multilingual policy is based on linguistic diversity,and thus establishes 24 official languages. As the tool of communication and also a basic human right,language guarantees EU citizen＇s equal access to obtain public resources in EU＇s politics,economy and culture,and shares the benefits of European integration. Therefore,from the perspective of language right,this paper will analyze the reasons of EU＇s multilingual policy and the function of language policy.
