灰色关联分析视域下区域科技创新绩效评价——基于合肥与沪宁杭样本

Performance Evaluation on Regional Scientific and Technological Innovation From the Perspective of Grey Relational Analysis——Based on the Samples of Hefei and Shanghai-Nanjing-Hangzhou

科技是经济社会发展的重要支撑,是增强城市竞争力的关键。为构建科技创新绩效评价指标体系,通过查阅统计年鉴和实地调研获得的科技创新原始数据,利用灰色关联度分析法,评价了合肥与沪宁杭科技创新绩效情况。要提升科技创新绩效,合肥市应主动融入长三角地区科技创新体系,实施研发人员柔性交流工程,改变科技经费投资过度集中现象,建立第三方科技创新绩效评估机制。

Science and technology is an important support for economic and social development as well as the key to enhancing urban competitiveness.In order to construct the performance evaluation index system of scientific and technological innovation,this paper applies the grey relational analysis to evaluate the performance of scientific and technological innovation in Hefei and Shanghai-Nanjing-Hangzhou according to the raw data of scientific and technological innovation from statistical yearbook and field investigation.It also proposes that to improve the performance of scientific and technological innovation,Hefei should actively integrate into the scientific and technological innovation system of the Yangtze River Delta region,implement flexible exchange of RD personnel,change the phenomenon of excessive investment concentration in science and technology,and establish the third-party performance evaluation mechanism.
