Developing Trend of EU Policing Cooperation under the Perspective of "European Security Agenda"

欧洲安全维护一直是欧盟警务合作最主要的目标,当前欧盟面临的恐怖主义、移民危机、有组织犯罪等现实威胁促使着欧盟对警务合作进行革新。2015年,欧盟委员会提出"欧洲安全议程"之后,欧盟从政策层级、执行层级和协调层级对欧盟内部警务合作施行了变革措施,针对警务合作的方向、领域、内容及机构等绘制发展规划,欧盟警务合作也逐渐向非传统安全治理、欧盟主导成员国参与、强化信息情报共享等方向拓展。

European security cooperation has always been the most important objective of EU policing cooperation, at present, the current threats such as terrorism, immigration crisis, organized crime, prompt the EU to make innovations in the policing cooperation. The European Commission proposed ＂European security agenda＂ in 2015, Then the EU implemented the reform measures of EU policing cooperation from policy level, execution level and coordination level, and draw up the development plan for the direction, field, content and organization of police cooperation, governance, participation of the EU leading members, and strengthen the information sharing of intelligence.
