浙江省M县公安派出所执法规范化实证研究

Empirical Research on the Standardization of Police Station's Law Enforcement in M County of Zhejiang Province

随着执法规范化建设的不断深化,公安派出所的执法规范化问题成为法治公安建设的一个重大课题。采用问卷调查的方法系统分析浙江省M县公安派出所规范化执法的现状,并采用一套指标体系进行评价,以查找出其存在的滥用职权、执法不公、重实体轻程序、执法透明度不高等主要问题及其产生原因,从执法主体、执法制度、执法保障和执法监督等方面提出促进浙江省M县公安派出所规范化执法的对策建议,以期为我国公安派出所执法规范化建设提供帮助。

Along with the deepening of the standardization of law enforcement, the standardization of police station’s law enforcement has become a major issue in the construction of the rule of law. By using the method of questionnaire, the author has systematically analyzed the standardization of police station’s law enforcement in M county of Zhejiang province,and adopt a set of evaluation index system, then to find out the major issues and the reasons including about the misuse of authority, denial of justice, regarding substantiality and depreciating procedure, low transparency of law enforcement and so on, then make some countermeasures and suggestions from the subject of law enforcement, law enforcement system, law enforcement protection, law enforcement supervision and so on, in order to provide some help for the standardization construction of police station’s law enforcement in our country.
