校园欺凌呈高发态势。这与我国立法规制不足、教育惩治权缺失、矫治体系落后、监护人与学校职责虚弱等问题密切关联。要加强立法、重塑教育惩治与矫治体系、明确和加强监护人与学校职责、吸引社会力量共同参与,通过综合性的治理措施和建立长效机制使校园欺凌的治理达到预期效果。

Bullying on the campus which is the frequent occurrence in China. This is closely related to China’s lack of legislative regulation, at the same time, the educational punishment power is deficient, the correction system is backward,and the responsibility of guardians and schools is still weak. We should strengthen legislation, reshape the educational punishment and correction system, define and strengthen the responsibility of guardians and schools, attract social forces to participate, through the comprehensive governance and establish the long-term mechanism to achieve the desired results.
