On the basis of defining the basic characteristics of the digital library under the new situation, the paper analyzes the logical starting point of the construction of the digital library governance theory . Then ,it systematically explains the digital library governance theory from the perspective of the basic con tents of the digital library governance theory and the logical relationship between the theoretical elements.
