摘要
从制度经济学的多重制度逻辑分析和解释民办教育改革和发展中各主要参与主体的制度逻辑,认为构建民办教育发展的社会支持系统需要:凝聚共识,为民办教育正名与赋权;简政放权,明晰民办教育主体的权责利;推进投融资体制改革,完善法人治理结构,加强财务监管。
This article uses the institutional logic theory of new institutional economies as an analysis framework to interpret the behavior logic and its driving force of participants in the private education development of China and makes suggestions on constructing social supporting system. The suggestions are as follows:the first is to unite consensus, justify and empower private education;the second is to streamline admin- istration and delegate power to the lower levels and clear the rights,responsibilities and interests of the subjects of private education;the third is to push forward the reform of the investment and financing system,improve the corporate governance structure and strengthen financial supervi- sion.
