浙江是一个资源小省,资源禀赋状况不容乐观,资源短缺一直是制约浙江经济发展的主要因素之一。土地资源的匮乏、煤、电等资源供应紧张、劳动力资源的短缺以及劳动力成本的上升不仅使浙商的经营成本上升,而且在一定程度上也限制了浙商的发展,使得众多浙商纷纷外迁。为此,浙江应通过机器换人、大力发展清洁能源等措施缓解资源短缺的现状,避免浙商大规模的外迁。同时,要合理引导"浙商走出去",促进浙江产业结构的优化升级,引领浙江经济健康发展。

Zhejiang is a province with small quantity of resources. Its resource endowment situation is not optimistic,and shortage of resources has been one of the main restricting factors of economic development. The shortage of land resources,coal,electricity,labor resources and the increase of labor cost not only enhance the operating costs of Zhejiang enterprises,but also restrict their development in a certain extent,leaving a number of merchants going out. Therefore,Zhejiang should take measures to alleviate the shortage of resources through machine substitutions and clean energy development to avoid large-scale relocation of Zhejiang enterprises. At the same time,Zhejiang merchants going out should be rationally guided to promote the optimization and upgrading of the industrial structure,and lead the sound economic development.
