从粤港澳推动科技成果产业化的经验看科技助推贫困地区脱贫

Lifting people out of Poverty in Poverty-stricken Areas through Science and Technology-Lessons from Industrialization of Scientific and Technological Achievements in Guangdong,Hongkong and Macao

中共十八大提出"科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置",具体来说就是要"推动科技和经济紧密结合,着力构建以企业为主体、市场为导向、产学研相结合的技术创新体系",为此科技成果产业化对于拉动新经济增长与助推贫困地区脱贫至关重要。该文通过介绍粤港澳合作推动科技成果产业化的现状,总结了成功经验,并对通过科技助推贫困地区脱贫提出了相关建议,包括结合贫困地区具体情况积极引进发达地区高校与企业科技成果并高效产业化;政府提供前期资金带动,建立良好的科技资金竞争使用机制并逐步引入风险投资等市场化运作机制;及建立从领导干部到科技人才到双向交流招才引智的长效科技扶贫机制。

Scientific and technological innovation provides strategic support for raising the productive forces and boosting the overall national strength,and we must give it top priority in overall national development,according to the report at 18 th Party Congress. To be specific,we should deepen reform of the system for managing science and technology,promote close integration of science and technology with economic development,and speed up the development of the national innovation system. We should establish a system of technological innovation in which enterprises play the leading role,the market points the way,and enterprises,universities and research institutes work together. Therefore,industrialization of scientific and technological achievements is crucial to promote economic growth and help lift people out of poverty in poverty-stricken areas. The paper introduces the status quo of industrialization of scientific and technological achievements,summarizes its successful experiences,and finally presents related proposals,introducing scientific and technological achievements of colleges and universities and enterprises from the developed areas and efficiently industrializing in line with specific poverty conditions,building a good competition mechanism of using scientific funds and market-oriented operation mechanism of risk investment gradually,constructing long-term science and technology poverty alleviation mechanism from one-way to two-way exchanges of talented people,included.
