摘要
以非正常情况下高速铁路行车调度应急指挥典型案例为基础,分析了高速铁路行车调度系统的"人-机-环-管理"结构。针对实际案例,运用WBS-RBS风险辨识法对高速铁路行车调度应急处置过程的风险源进行辨识。在此基础上,归纳分析应急处置过程中的人、机、环、管理四个方面的风险因素,并提出相应对策。实践证明WBS-RBS能够全面辨识高速铁路行车调度工作中存在的风险源,从而为高速铁路行车调度安全风险评估提供一个行之有效的方法,并为安全风险防范奠定了基础。
Based on a real-world case study of high-speed railway train dispatching emergency control,the so-called "man-machine-environment-management"system structure of high-speed railway traffic dispatching is analyzed. In this study, a Work Breakdown Structure-Risk Breakdown Structure(WBS-RBS)risk detection method is developed to identify the risk sources in the emergency case of high-speed railway train dispatching. This paper evaluates the factors of man, machine, environment and management which are involved in the risk sources, and proposes the corresponding countermeasures for these risk factors. The results validate that the proposed WBS-RBS method can entirely identify the risk sources of high-speed railway traffic dispatching. Consequently, it provides a useful method for the safety risk assessment of high-speed railway traffic control, and lays the foundation stone for the prevention of the traffic risks.
