The Need for Structured Debates on the Development of Public Management as a Discpline

公共管理学的"身份危机"近些年几乎成为学界的共识性话语,但相关成果引出的问题似乎比给出的答案还要多。基于《面向治国理政的知识生产:中国公共管理学的本土叙事及其未来》一文的观点,围绕如何认识公共管理学的身份危机以及摆脱危机的出路这一主题,本文梳理并挖掘了涉及到的一系列需要深入探究的问题,得出了中国公共管理学科发展需要大力推动"结构化辩论"的结论。其核心是问题的结构化,即把学科发展涉及的大问题分解为相互关联的小问题和子问题,聚焦特定小问题甚至子问题,组织学者展开持续性的、真正意义上的争辩和思想撞击。

There seems to be a consensus that Public Management as a discipline is facing an ＂Identity Crisis＂ in China. Yet more questions could be raised than the answers provided from a review of the literature. Referring to the paper entitled ＂Konwledge production faces to state governance：the localized narrative of Chinese Public Administration and its future＂, this paper tries to sort out and excavate the numerous questions calling for further exploration. The conclusion is that there need structured debates on the status of public management, characterized by the construction of a structured cluster of questions and a diamond cut diamond style debates focusing on specific small questions.
