The Path of “Internet Plus Government Service” Process Re-engineering

摘要 信息技术是政府管理的"赋能者","互联网+政务服务"必须以科学的流程再造为基础,才能充分发挥信息技术的潜能。跨部门政府业务流程再造是推进"互联网+政务服务"建设的重点和难点,需要逐步改变按照"职能分工"原则把一项完整的工作分成不同部分、由相对独立的各个部门依次处理的传统工作方式,以人民群众满意为导向,重新思考相关业务流程之间的逻辑关系,重新设计跨部门审批和服务事项的受理、办理和办结全过程,形成面向对象的高效化、便捷化和合理化综合业务流程,在此基础上建立"流程驱动型"组织,促成信息流和业务流在水平和垂直方向上顺畅流动,并通过"立标、对标、达标和创标",实现跨部门业务流程持续优化。 Information technology is the " enabler" of government management. "Internet plus government service" must be based on scientific process re-engineering, so as to give full play to the potential of information technology.It is the key and difficult point to promote the construction of "internet plus government service" by cross- departmental government business process re-engineering ( BPR ). We need to gradually change the traditional way of working that divided into different parts according to the principle of "functional division", to complete work by the relatively independent departments. We have to rethink the logical relationship between the relevant business processes, redesign the acceptance, handling and concluding process of cross-departmental approval and service matters on the basis of the satisfaction of the people, form an efficient, convenient and integrated business process, establish "process driven organization" , lead to the smooth transmission of information flow and business flow in the horizontal and vertical direction, achieve the continuous optimization of the cross-departmental government business process through the "establishment, comparison, achieve, create"benchmark.
