乡镇政府主导农地流转的经济困境分析——农村土地综合整治中的D镇案例

The Analysis of Economic Dilemma Caused by the Township Government-led Rural Land Transfer after the Rural Land Comprehensive Consolidation—a Case of D-town

本文基于经济发达地区D镇的案例,分析农村土地综合整治中乡镇政府主导农地统一流转的经济困境表现,并从理论上对其形成进行解释。研究表明,乡镇政府主导农地流转行为是服从于上级政府的被动选择,其面临的经济困境是利用高价诱导农地集中、低价和低门槛进行农地招租以及承担了过多村集体经济负担的结果。最后,从乡镇政府主导农地流转的时机与模式、角色定位、农地价格理性回归、集体经济收入保障和制度创新等方面提出了相应的对策建议。

Based on the example of economic-developed area D town, this paper analyzed the economic dilemma of the township government-led rural land transfer after the Rural land comprehensive consolidation. The analysis indicates that the dominant behavior of township government is a passive choice, which is subject to the superior government, and the economic dilemma is inducing the farmland concentration by high price, bidding for rent by low price and condition, and taking too much consequence of village collective economic burden. Finally, the paper proposes some corresponding countermeasures and suggestions, considering the decision-making and positioning of township government, the price of farmland and the economic income security of the village collective.
