摘要
目标模糊是公共组织管理的重要特征,对公共部门的行为与绩效产生着不可忽视的影响。现有目标模糊研究较多关注于统计显著性关系,未对组织目标模糊的深层次生成逻辑进行系统梳理,因此难以提出行之有效的目标模糊治理方案。本研究从理性系统、自然系统、开放系统三种主流组织理论视角出发,分别阐释了公共组织目标模糊的发生机制、影响后果与消解策略。由于公共组织在实际运行中兼具理性、自然与开放的属性,论文在最后提出一个融合三种视角的整合性治理框架。
Goal ambiguity has been regarded significant impact on the behavior as one of critical attributes in public organizations management, and has a and performance of public sectors. Most of current researches focus on the quantitative relation, ignoring the analysis of generating logic of organizational goal ambiguity from a broader perspective. Thus, feasible governance solutions have not been put forward yet. Three mainstream theoretical perspectives---rational system, natural system and open system---indicate the mechanisms of different organizational goal ambiguity, and thus bringing forth the solutions to goal ambiguity with different paths. As public organizations tend to operate in a rational, natural and open way at the same time, this thesis proposes an integrating frame on governance of goal ambiguous.
